Its seems that where there is bureaucray there is no knowledge or more appropriately where there is knowledge and expertise there is no (need for) bureaucracy. Those who has the expertise can not be ruled or there is no need to rule those who has the expertise. If you are ruled by someone either you are at the wrong place or you deserve to be ruled.
